According to Russian law, companies with no more than 50 employees may not have an occupational safety officer on staff and outsource these duties. The main activities of companies providing such services are as follows:
- conducting an audit of the organization’s labor protection (general assessment of the enterprise on labor protection issues);
- conducting briefings and training on labor protection and industrial safety;
- assistance in the investigation of accidents and the search for the causes of occupational diseases (registration of all documents, consultations and representation of the interests of the employer in the State Labor Inspectorate);
- certification of workplaces according to working conditions;
- preparation of job descriptions and other instructions and execution of all necessary papers;
- labor protection certification;
- conducting an industrial safety review.
In order for your business to reach the level of self-sufficiency as soon as possible, it is advisable to offer not individual types of services, but the whole range of works – from outsourcing and training to workplace certification.
If you are going to provide outsourcing services in the field of labor protection, first of all, you need to apply for notification accreditation with the Ministry of Health and Social Development of the Russian Federation (MHSD RF). Accreditation is carried out on the basis of submitted applications. All information is entered in the register of accredited organizations providing services in the field of labor protection.
The list of services for which accreditation is required includes: carrying out certification of workplaces in terms of working conditions, training employers and employees in labor protection issues and performing the functions of a labor protection service or labor protection specialist of an employer whose number of employees does not exceed 50 people.
To conduct this type of activity, you can register an organization with limited liability (about 10-12 thousand rubles). However, such activities can be carried out within the framework of an already existing company, or you can register yourself as an individual entrepreneur (up to five thousand rubles).
In addition, you will need an office. Most of the employees will be working in the field, so it is desirable that your office is located in the city center. Office rent will cost 15-20 thousand rubles a month. You will also have to purchase the necessary furniture (about 30-50 thousand rubles), office equipment (computers, printers, etc. will cost about 100 thousand rubles), software (for example, the Consultant Plus legal reference system – about 4-5 thousand rubles ). Monthly expenses, in addition to paying rent, include the purchase of consumables (paper, printer cartridges), reference materials, forms, magazines, stationery. In total, it turns out about 5-7 thousand per month.
The number of employees depends on how much your services will be in demand. Initially, two or three specialists with experience in this field will be enough, who will work full-time. In addition, you will need an accountant and a lawyer (they can work part-time). Administrator duties (including working on the phone) can be performed on your own for the first time.
Most OHS companies hire specialists with a trial period of one month. If the employee has proven himself well, then at the end of the probationary period, he is trained in the course “Labor Protection and Industrial Safety” (OtiPB). Wages will be the biggest expense item. It is highly desirable that the turnover in your company be as low as possible, so you should not save on remuneration for specialists.
Each organization must have its own specialist. He will know all the responsible persons and the specifics of his “object”. Depending on the amount of work, one person can serve from five to ten companies (if the amount of work is small, then it can be 12-20 organizations). As the number of clients increases, it will be possible to recruit new employees.
When drawing up a contract for servicing an enterprise, you can take as a basis the standard Regulations on the labor protection service. Calculate the cost of your services taking into account the complexity and time spent on maintenance. For example, there is such a calculation scheme: the salary of a specialist is 1500-2000 rubles per day, which is about 40-50% of the total amount paid by the customer. Thus, one day of work costs the client 3500-4000 rubles.
Then the amount received is multiplied by the number of days that will be required to perform the services under the contract. The minimum cost of the contract for regional cities is about 8000-10000 rubles per month (for Moscow, respectively, 20 thousand rubles per month).
Thus, if one specialist serves from 10 to 20 companies (visits each of them 1-2 times a month and 1-2 times a quarter), then his salary with such a load is 20-25 thousand rubles a month. These figures are given by region. In Moscow, they will be higher (there, for example, the salary of a specialist will be at least 40-50 thousand rubles a month).
The level of competition in your area matters a lot. You can see how many similar accredited organizations operate in your city in the register on the website of the Ministry of Health and Social Development. Access to the database is absolutely free. In most regions, competition is low and amounts to about 10-12 companies per city.
Another significant expense item is advertising and promotion. The minimum budget (ads in newspapers and magazines, ticker on television, radio advertising) is 15-25 thousand rubles per month.
So, the initial capital required to open a labor protection company is at least 150-200 thousand rubles, plus about 40-50 thousand rubles a month for current expenses. To reach the break-even level, it is enough to take on the service of about five organizations. To get a normal profit, you must have at least 15-20 customers.
The payback period for an occupational health and safety company ranges from three months to a year, depending on the level of competition, your pricing policy, the availability of a customer base and the qualifications of your employees.
